Reason for this quest:
Explanation of questSomething has been happening in the New York Criminal underworld, mostly to the gangs considered prevalent within it. Someone has been going out of their way to inconvenience them as well as even outright ruin certain operations. Within the span of a few weeks, this unknown element has already gathered a small but powerful gang, composed of both metahumans as well as humans in a seeming bid to take over the city. Messages have even been left openly challenging the heads of these gangs, leading to open gang warfare with the smaller gangs. Will the criminal elements allow this to pass and will the heroes let it keep going either? All people really know about this person is that they call themselves Genesis.

Basically, you should:
- Heroes: Heroes may find a reason to want to stop the violence or something along those lines, likely putting them at odds with even the villains.
- Villains: Perhaps the villains are part of the gangs being bothered or even want to take advantage of the offer that this Genesis offers them.
- People:Do whatever.
