Basically, OCEAN is a special operatives task force that keeps the balance between good and evil by eliminating the evil side of the spectrum if the villain is leveling a city block or trying to take over the world. Metahumans that attempt to do bank robberies and other petty crimes like that usually go ignored. We're pretty much a more militarized organization with more able bodies to take on threats to both human and metahuman society.

After some self deliberation, Plural would willingly accept membership in this organization, most specifically as "Tactician Squadron Consultant".

However as a note, this doesn't mean that he will stop doing any of the other things he gets up to but he will carry out his job and operate as expected. As long as this doesn't interfere with his company or his own personal missions or endeavors (which would be rather difficult since he can have numerous copies of himself running around).
