Rise

"What do we want? Simply put, Rise wants to see the world succeed. Fighting and persecuting each other while there is so much improvement to be had is a waste, and will only result in our downfall."

Evolutionists, extremists, metahuman supremacists, innovators, authoritarians.....

Rise is called many things, but at it's base it's simply a confederacy of Individuals who wish to improve the world. Rise is less a group, and more a set of ideas. Evolution by any means necessary, strong control to prevent unfettered control, and prevention of evil in the future even if you have to use evil now. These are all things most members of Rise more or less share. They see this ruthlessly utilitarian approach as necessary to make sure humanity makes it into the next era. They are constantly working to prevent wars and cataclysmic events that would undermine this better future, and that includes conflicts between humans and metas. Yes, contrary to popular belief, Rise doesn't want a war of the species that would most likely result in the destruction of the planet.

The goals of Rise can be thought of as vague, and that's because they have to be. Each head and even member has their own vision of what the future should be, but they all agree that humanity needs to physically and mentally improve, and that said improvement needs to be done manually and forcibly to prevent the destruction of civilization in the process.

Essentially, the movement started with the alliance of Lucius Alba's large metahuman following, the Gravitas Gang, and Alpha's family of 'perfect' humans. This was a no-brainer for the men, because even though they had their differences they still had the same general goal, and they might as well pool resources when in pursuit of that goal. Lucius Alba later commented that such a structure, where each head still controls his own following but is united with the others by a call to arms, is perhaps the only type of "villainous" organization that could hope to hold together. Whether he was right or not has yet to be seen.

Once fully formed, Rise became a force to be reckoned with. They have their hands in everything from crime to the stock market, controlling resources they inherited from the now fragmented Ultra Gang as well as some they seized or previously held themselves. They control gangs, politicians, armies, entire criminal undergrounds, spy and technological networks, and even a country. The sheer amount of resources the loose knit confederacy holds was once investigated, but the researcher mysteriously fell down some stairs before revealing his estimate. Give three super geniuses some henchmen and let them team up, and apparently you get something close to a villainous European Union.

Rise uses a sort of feudal system of hierarchy, being separated into three sections each under the control of a head. Each section has it's own territory, resources, and members, and work pretty much independently from each other. Only when heads agree on something specific do sectors pool resources and move on any particular situation. This makes it practically impossible to coup the entire group, just as toppling one lord in the middle ages did not mean the others would submit or recognize the new one. Above all else, the ideals are what rule over the entirety of Rise. Even strong rivalries or disdain between sectors can be put aside if the call is made to unite for the common goal.

All together, the movement has influence in multiple countries and regions. Their total numbers are in the high thousands not including Belorussian military. The incredibly intelligent minds behind Rise are always recruiting and seem to be gearing up for something..... Most likely it's this new world they always seem to be talking about.
