Unknown creature sighted off the coast of California

“The sightings of the strange creature have been numerous, and usually when sighted, that is when the most vessels off the coast of California disappear. It is unknown what it could be, though some have stated it to be some form of large reptile. While what it is remains unknown, the damage that it has caused is well known. Over a billion dollars’ worth of goods have been lost and millions in ship damage has also be incurred; as well as atleast a dozen casualties that could be linked to this unknown “sea serpent.” Metahumans have been urged, with the incentive of a reward to help deal with the supposed threat.”

In short a certain Dragon has been causing a lot of trouble and a reward has been placed for their capture/death, however the former is more preferred. Heroes/villains and renegades are all welcome to join in, but there will be a maximum of three other participants, barring Sean. This is not a first come, first serve basis, as the three will be picked out of how many are included and if not enough entrants are tallied up; then an NPC will be made to fill in the empty slots. However the number of participants can be decreased, depending on the strength of the participants.
