Reasons for an item; Mikk Gray

I as of yet don't have a practical reason why I would have a piece of technology, I planned for it to be developed by a genius scientist but I'm going to submit two items, and I would love your advisement, approval or whatever you can throw at me in this regard. The first item my character could produce himself (probably doesn't need an app) but I don't believe that he could create the second without assistance.
-Item Template-
Name: Smart cuffs
Abilities: Allows for gps navigation, communication, internet up linking, police scanner, ect. (basically a smart phone attached to the wrist.
Description: Finding it hard to fight crime or navigate large bodies of water ie. The ocean Guppy thought it would be a clever enough idea to just make himself a water proof and pressure resistant mobile smart computer. And for added benefits he attached all the electronics and mechanisms behind an ultra hard, shock resistant shell, with "fin" antennas.
INT Allocation: Would improve my characters ability to have on the go knowledge.

Name: Hydro boots (propulsion boots)
Abilities: Allows for high speed travel in water, and short bursts of flight outside (by short it would be about 3 seconds or 20-30ft)
Description: To allow for quick travel and added combat ability Great Guppy had a spark of inspiration, so he enlisted the help of genius inventor Dr. ________ (part I haven't figured out, would love to rp this part) and together they created a completely self sustaining pair of clean energy Hydrogen/ solar powered, Aquatic feet propulsion units, controlled by Mikks Smart Cuffs.
INT Allocation: (Flight +1) idk what this is but it would improve my speed with swimming and occasionally on land, and allow me to land more practically from long jumps.
I will do my best to comply with the practical use of these items and use them as they are, mostly non-combat items, with the exception of the occasional super spear with the rocket boots
Also Do i need to add an app for myTrident because that is my main combat weapon, and would be what i use for my fight ability?
