Water/Ice
I would like to ask a simple question. How the hell cant someoen who controls water, not do something with ice? Is ice suddenly a different substance? Ice is still water no matter how you cut it. Though someone who controls water apparently can't control ice. What is the deal with that? I want a full explanation that is not just.It makes it fair.

Because I don't want everyone who uses Ice to also use water and vice versa. Just because they're the same substance doesn't mean it's fair. Pick one or the other.

Sean was created to be a Water Manipulator. He could not ever, nor will not be able to create water. What category does changing the Temperature of Water fall into if not Water Manipulation? Wally does not have two powers, but one. It is all Water Manipulation.
To determine 'fairness' of characters, I think its not fair to compare one character to another. If I make a character whose only Level 6 EP ability is to be able to speak any language, that isn't everyone elses fault. Everyone elses character shouldnt be changed so that mine can have a chance.
To an extent, some characters can be compared. Like when characters stat-shift. But when it comes to Powers, each individual CHOOSES his powers, and should be able to live with that.

I have to ask. Why can't Sean have all the forms of water? It makes no sense really. Also answering to your saying him having that power would make him Painex2. Well Paine kicked his ass. WITH the ice and steam. Also I see how everyone is all about being realistic. Yet someone who has control of water cant control all its forms?

Logically, whether it makes sense differs from power to power.
But this isn't in interest in physics, it's in interest in fairness. If you can manipulate everything with one power there's no point in having an ice character. Variety is good.
and anything applied to one power must be applied globally. Could someone with metal manipulation melt metal or turn it into a gas on command?

actually just because it's h2o doesn't mean that it's molecular state is "malleable."
Water manipulation is manipulating water, in it's simple pure liquid state. Think of it like working with clay in a way, if it's too soft (steam) it can't hold its shape, if it's too hard (ice) it won't budge.
Yes, I know, water is not clay, this is just a metaphor not a science lesson.
I don't pretend to have a degree in thermodynamics and shit like that, but it does take an outside force to make something to change between it's states. And it takes a very large amount of outside force if it's something that's supposed to be happening instantaneously.
Water alone is already a shitton of power. Is it really fair for that other stuff to be a part of it?

mkay this topic is moot, no more posting. though i used the steam aspect as more of a clean up . Just so that at the end of a battle water isnt soaking everything.
