The Looks

Though his height is below average for someone in his line of work, Bill is extremely fit. He has close-cropped brown hair, a usually grim expression, and a quiet, raspy voice. His combat suit is made up of a flexible breastplate made from a black hardened Kevlar with a green chest rig over it, and standard leather pants and boots. His signature mask is black, with a diagonal green stripe across the face.

Personality:
Bill is quiet and reserved, rarely speaking at all. He rarely displays any emotion whatsoever, while retaining a mild sense of humor. While undercover, he acts as a more mild-mannered version of himself. He has an unbreakable will, and can resist all forms of mind control.
History:
Born in Thunder Bay, Canada, William Warrenn attempted to join the military at 14, and was obviously declined. However, he stowed away aboard the transport plane to Afghanistan. When the plane landed, he was discovered. Before he could be prosecuted, however, the landing site was ambushed. Bill slipped away, stole weaponry, and killed their captors. The commanding officer of the unit was so impressed, he gave Bill a new identity, and recruited him into his platoon. His new mentor taught him battlefield tactics and basic fighting skills, which he later improved with self-teaching. At 18, he progressed into Special Forces, and at 22, he became the youngest member of an elite squad of assassins known only as the Ode to Joy, where he picked up his affinity for swords. After 3 years of successful missions, he began to doubt his unit. He later found incriminating evidence against them. Using his skills as a strategist, he ran his own op that he called "Killjoy", in which he wiped out his corrupted unit. This, along with the nature of the op led to his eventual alias. He is now a renowned mercenary who has mastered over 30 martial arts to date including CQC, Jujitsu, Karate, Ninjitsu, Judo, Kenjutsu, and Kung Fu.

First, no skill can be over 8 when you first start out.

Secondly, what makes him a master of stealth. And for that matter, what makes him a master strategist?
