Wanted: People - Needed: Villain

I have this character in mind, and he's been sitting there for a while. I have his app all ready to go save for one section of his history. I just need a Villain for him to be his "Savior" and I'm welcoming any characters who want to make a cameo in his history or whatever.

A little about this guy:
He goes by the name "Garth", he is an intellectual, quiet and keeps out of the spotlight.
He is a villain whom is content to live as a support for his "Savior". He is a government experiment tied into a plot I'm currently developing. Garth is intensely loyal to his "Savior" and carries out any order without regret, even when the odds are obviously against him. He is introverted to say the least and he seems rather unemotional, up until someone threatens his "Savior" or their plans, in which he is prone to explosive and destructive behavior towards the potential threat, aiming to eliminate him.

Just as a note, His Savior must be a Villain. He is an extremely smart, decisive and blindly loyal maniac who just requires a little tree to grow on, the tree being the villain he will support/serve.

In the past, I intend on this guy being a normal person, part of a small family, maybe a sibling or a cousin as a meta-human nothing too much, hopefully having a meta-human friend or something along those lines.
I am also open to any suggestions as far as anyone wanting a part in the history of this character, potentially shifting their outlook on humans, meta-humans and the like.

If you need anything as far as a grid goes I can PM you or whatever you need in order to figure out if this guy is up to par with your villain and what have you

My contribution: The Man in Black is joining the Crime Syndicate, and with his newfound resources, will be quite the evil benefactor. Garth would be able to work with The Man in Black. The man in black isn't necessarily just interested in evil, he wants to see people grow and gain resources from it, so their relationship would be very much one of a master and an apprentice (or similar). Since the Man in Black is so enigmatic, powerful, and well-connected, appearing as a "Savior" (a black savior) wouldn't be very hard. Mr. Black views himself as a sort of savior already. Since the Man in Black doesn't have real powers, having Garth to protect him would be a good interplay.

This also works well with the sideplot I'm doing with Leon Booth, who needs someone to clash with that is of equal intelligence, but also has real powers and can challenge Leon. Leon is quickly growing a disdain for both Metahumans and Humans, and will be loosely involved with the Knightwatch, so if you get involved with the Man in Black, Garth will definitely have an ongoing struggle against Leon trying to stop him.

That's a possibility, however Garth isn't an "apprentice" styled character. I may have not explained that correctly.
   
    Garth is more of a servant, with only the most basic of self-preservation instincts. He does not want to be an apprentice he wishes to be a tool to further the person whom saves him. I'm not rolling out Man in Black though
