Okay, since your magic is 3 that means the highest level of spells you can have that are usable low, and the most they can be is level 3 in power, which works fine with the two spell locks that you used.

The telekinesis could potentially move more than 10 lbs because it is a low level spell, and thus could move around 600 lbs at most, considering that it would be equal to 3 strength.

The wind manipulation looks fine, but the other basic is a no go, because it would basically allow him more spells. So you would need to make that something else. I would suggest taking all of that Intelligence and putting it into your spells and magic, so you could have more spells or something along those lines.

Edit:Unless you plan for him to be more science based, then you could just take the Occult and toss it somewhere else, and please put the pictures on spoilers

Okay, as long as the portal is an rp mechanic used for him getting around, and can't be used in combat, then everything looks fine.
