History: Scott was born to a widow mother. At the age of 6 he witnessed his mother's murder by a robber and he ran away and presumed dead. After days of being on the move he stumbled upon the Cryomancer Ninja academy there he was turned into a cyborg to become the perfect warrior and assassin. After 31 years of training he became a bounty hunter and will take down almost any target for the right price.

Personality and history could use some more detail.
You don't need points in both Intelligence and Occult. Only one unless your character is intended to be an expert in both fields. You also don't need any points in Magic and Spells. The manipulation of any element, form of energy, and whatever else is a minimum of 4 points in ability and increases in both power and control with the more points spent into it. Remember though that you can't go above 8 for any stat to start off with. Also 0 wealth means your character is poor. 1 wealth is being able to take care of yourself financially without being rich and is free.
