Personality:
Katie has a very cheerful persona, and always seems in a good mood even when the going gets tough. She is very charismatic, and tries to become friends with everyone she meets. She's very proud of herself and brags about her abilities, which makes her seem quite arrogant, however she is also very trustworthy and would do anything to help a comrade in need. She gets very touchy when her family is brought up, and she doesn't like talking about the concept of family in general.
History:
Katie lived much of her childhood as any other normal kid. She went to school, played sports, had a lot of friends, and did everything else an average girl in the cities of New York would do. Her family was quite rich; her father was a scientist and had a mini-lab in the basement, with a lot of equipment and materials that he allowed her to tinker and fiddle with as long as she was careful. Everything in her life was doing quite well, until one fateful day when she was 13.
On this particular evening she was in the car with her mother heading home from a soccer practice when an 18-wheeler coming in the opposite direction swerved into their lane and began to tip over. Her mother tried to turn out of the way but the truck crashed into them, destroying the entire front side of the car. Both Katie and her mother's legs were crushed, and Katie's head was bashed in from the roof, suffering heavy brain damage as well. The two were brought to the hospital, but they said that neither of them would ever walk again.
Not being able to take this as an answer, her father brought them to his colleagues, asking if there was anything they could do to help. One of the scientists said he had been working on a chemical that would not only fix wounds but completely restore bodily capabilities. After being given the okay, he immediately went to work putting the chemical into their bodies. It was a success for Katie, healing her legs and brain completely, but the same could not be said for her mother. From the instant the chemical was in contact with her body she cried out in pain as her body rejected it and her legs shriveled up into small stumps, and she was never able to heal or walk again.
Soon after, Katie was completely back to normal and she went back to doing everything she did before the accident, and eventually she started becoming even better than she was before. She started being able to run faster and jump better, and she felt like she could see things clearly even while running extremely fast. One day she ran so fast that when she was done her shoes were destroyed and her clothes were in tatters, and her eyes were stinging from the wind, so she went to her father's mini-lab for help. From all the practice she'd had making things before, she was successful in creating an outfit and shoes that could withstand the high-speed running, and a pair of goggles that were strong enough as well that she could wear to protect her eyes.
Then one day a couple years later the lab her father worked at was attacked and everyone was killed, including her dad. Even though she was stricken by grief by her husband's death, Katie's mother saw this as an opportunity. Ever since the accident years before she had been jealous of Katie's ability to take the chemical as well as gain so much from it, so she grew to resent her and now kicked her out of the house, making her go off and fend for herself.
That night Katie left the house without a word, taking all of her stuff with her. Angered by her mother's decision, Katie grew hateful towards her and decided to do something to get back at her. For a year she trained in martial arts to perfect her body and become more physically fit, and one night she snuck into her old home, stealing some money for herself and a lot of her father's lab equipment that was left behind and leaving as quickly as she had gotten there.
Nowadays she has an apartment where she lives by herself, using the money she had stolen from her mother and making new little gadgets for her to use. Being as intelligent as she is, she'd already finished with high school and is a freshman in college. Also lately with all the crime that's been going on she decided she could put her powers to use, helping to save the innocent from the evils of this world.
Powers:
Katie has super speed, and heightened senses to help her be able to see while moving at such high speeds. She can jump higher and more quickly than normal because of her enhanced legs. She also has two short blades she bought that she is proficient in fighting with.

Walking through the less-than-savory parts of town at night wasn't always considered the best idea to do, especially for a girl at her age, but this was one girl who wasn't concerned at all. Strolling along at a casual pace with a backpack over her shoulders, Katie whistled a nameless tune to herself as she wandered around with nothing to do. Sure it was late, but it was a Friday night; there was no school tomorrow, she wasn't tired and didn't feel like staying at home.
Coming up to a corner, she heard voices on the other side and decided to investigate. Peering around the side of the building she saw an entrance to another alleyway, with three people and a car on the road. Two of the men were big and muscular, and were currently beating on an older man, yelling profanities and demanding money. Now this is what I call a Friday night, she thought to herself, happy that she came across something fun to do. She took off her backpack, undoing the zipper and pulling out her outfit, changing into it instantly, and pulling her goggles over her eyes. Time to have some fun.
In the blink of an eye she appeared on top of the car, standing above the men on the sidewalk with a smirk on her face. "Hey fellas, I'd let him go if I were you." Turning around, the thugs ungraciously dropped the older man onto the ground, turning their full attention to the girl standing before them. One stupidly lunged a punch at her, and she took the opportunity to flash behind him, grabbing the old man and carrying him off to the end of the street. "You stay here." she said to him, "I'll handle these guys."
Turning to look back down the alley, she noticed that the two thugs were inside their car and beginning to drive away. "Well, I guess I can give them a little head start." she said to herself, wanting this to be at least a little challenging. After a few seconds, she decided it had been long enough and she turned back to the old man and winked. "Don't blink." And then she was gone.

Probably not very, maybe around 5-10 feet at the most? Mainly it's just enough to like jump on top of cars or other things around that height and not have to take time to climb on top of them. Also- would it be okay for her to be able to jump onto the side of a building and kinda spring onto other buildings and sorta climb up higher in that way?
