Costume Description/Image: Though confined to a wheelchair, Barker is a handsome man. He shaves his head, so his true hair color is unknown. His usual attire consists of a sweater vest with a long sleeve shirt, and jeans.

Personality: Barker is a kind person. A man of science, he prefers to learn rather than fight. This does not mean, however, that he is afraid to get his hands dirty. Time in the military has taught him that sometimes, it is necessary to fight to protect what you care most about. He will often go above and beyond to help others, never being one to allow innocents to be hurt.

History
William Bartholemue Barker was born to parents Dr. Adam Barker and Lydia Barker. His mother, weak in constitution, died during childbirth. Nearly lost alongside her, Barker was left paralyzed from the waist down.
His father, devestated by the loss of his wife, cared for the boy as if he was all that mattered in the world. Using all of his knowledge, he taught William from the time he was old enough to understand. He taught him basic school knowledge at first, but when William showed his ability to grasp knowledge quickly, his father began teaching him advanced skills, those of which college students learn.
By the time he was 15, Barker had graduated from Harvard University, majoring in Biochemistry. He spent the majority of his time with his father, working on various experiments. One of these, possibly one of Adam Barker's most controversial successes, was the Hyponic Phoenix Monocyte Breeder. Opening a gateway to the inner human forces of energy, the Monocyte Breeder allowed the possessor to gain extreme regenerative abilities. Using his son as his subject, he implanted the device within William's heart. As it came to be known, the experiment was a success.
When he turned 18, William enlisted in the US Military. Impressing his officers with his intelligence, he was eventually promoted to Head of Military Weapon Specializations. There, he learned nearly everything he possibly could about the destructive abilities of firepower. Using his prowess, he became one of the militaries cheif advisors, even answering to the president of the United States.
He stayed in the military until his 40th birthday, when he chose to avert from that path. After witnessing firsthand the massacre of an entire village, he swore to never become that person, and to defend the innocents of the world, no matter who he had to go against.
Now, Dr. Barker travels the United States, helping anyone in need. One day, he hopes to use his knowledge to bring piece to the world.

Barker gazed at the desolate landscape. What was once a gorgeous oasis was now reduced to ruble by the horrid products of Project Perfection. Self-fulfilled imbeciles believing they could rule the world. They would fall, just as all other powers would in the end. Barker knew too well that greed and power was the key to destroying any foundation.
He aimed one of his Smith and Wesson Magnums at a nearby tree. Pulling the trigger, the .44 round rocketed out, striking the tree. A large hole was left, giving a clear view to the other side. Today was going to be good, he thought to himself. So long as no one acted stupid, things would go well.
