Greetings fellow signature artists! I was wondering if anyone would be so kind as to teach me how to do those groovy effects most of you have got going on. I'm only budding right now, and do all of my work in MS paint. Hahaha.

It's one of the many features on 'Gimp'. It allows you to add layers to a picture, and then change each layers mode. Different modews cause different effects depending on the colors in the photo. In this case, the top layers mode made it transparent enough so that the grid was visible, but the image wasn't completely faded.
Though honestly I'm still kinda a new with it all; if you want a better description on how to do all those neat tricks, send Entropus a PM. He can help you out much better then I could.
