A second or two? You need to explain in detail the distances he can travel with the time he takes to concentrate. Go ahead and do that and then let's see what Cult or Soap has to say. You have to give us the details. =\ You cannot just state 'a second, or two.'

hat is still very quick to recover, the reason Teleport is banned is so you cannot say IE: Punch thrown at you, teleport, repeat. Id say triple the recovery time then maybe.
