Katy Marks, a.k.a Katy Cruel

Costume Description/Image: Burned, blackened cork smudged on entire face, except eye area and lips. Red men's Renaissance-style tunic, belted at waist with thick leather belt. The belt has rags hanging from it. Black handkerchief skirt with embroidery along hem. Over-large, beret-style hat, hair loose.
Personality: Complete sociopath. She has several other dormant mental disorders, including multiple personality disorder and agoraphobia. Other mental disorders may be buried, but appear later. Of course, unless you start digging in on her, you won't see any of this. Outwardly, she appears as normal as almost any random person on the street.
History: Katy grew up in the Midwest – although where exactly she refuses to specify. Most of her childhood up to age 14 is a blur, and there is no record of her anywhere in the United States. After age fourteen, she found her own way around. She worked when she could, and when it could be afforded, rented rooms from kind people. But more often than not, she was forced to stay in homeless shelters, or even on the street. She was fifteen when she discovered her abilities.
After she learned about her powers, she began to develop, and train her powers. Like training a muscle, training her powers increased their strength. Her telekinesis developed into a great weapon, although it still has several limitations.
Powers: Katy has telekinesis which, although powerful, still has limitations on it. She can move objects with no problem, but not if they're insanely far away. She couldn't move a crate that was sitting on the opposite side of a football field. However, what she lacks in telekinesis is made up for with other mental abilities. Katy possesses a photographic memory, and can, in a sense, 'read' minds. This gives her the ability to predict an opponent's next move, and giving her the upper hand. She has made a living previously, and occasionally even still, working as a fortune teller - and an accurate one because, due to the mental powers she has, she has some precognition. She can see the future, but only if she stops and tries and, just like any variation of seeing ever, it is subject to change based on decisions.

The air around Katy tingled with electricity as the brewing storm moved closer to the city. The others on the street could feel the storm in the air as well, and were beginning to retreat into the buildings. As the rain began to fall, soaking her clothes, Katy moved silently through the streets. Not a soul stirred. The headlights of an occasional car passed by, and every now and then, a pedestrian clad in a large coat and carrying an umbrella. But none noticed her. Why would they when, in their minds, she wasn't there?
Katy entered the side-street unnoticed, as ever, and found the door she was looking for. She entered the small, abandoned apartment building and climbed the stairs carefully, skipping over the ones that were broken, or too weak to hold her weight.
When she reached the second floor, Katy slipped into the first door on the left, jumping over the large hole in the floor, and approaching the closet. The door was off its track, and was difficult to open. Inside, lay a trunk. It was old, and battered, the leather worn from years of being moved and dragged and abused. Katy pulled a key from her pocket and unlocked it, pulling the lid open.

Katy approached slowly, the wind tugging at her skirt and hair. One hand held the hat on her head, the other, stained red with blood, held a knife. The man cowering on the ground looked up at her, and knew he was about to die. He could see it in her eyes, and he could feel it in the back of his mind.
He screamed, putting his hands over his ears. “Get out! Get out of my head! Just kill me now, but please, let me die with my own thoughts!” The mantra was familiar to Katy. Nearly all her victims were using some version of it by the time death came.
Katy said nothing, only knelt down beside the man, the black skirt pooling around her. The man was frozen. Most would think it was fear, but Katy knew from experience that no one really froze like that when they were terrified. She held him still. She reached up with one hand, and gently touched the side of his face with the clean hand. His eyes met hers, filled with pain and horror as she slid the knife into his body.
“Wh-what is your name?” He asked, blood leaking from the corners of his mouth.
Katy smiled with satisfaction. The dark cork on her face smeared down over her lips in the light mist that was all that was left of the rain. “They call me Katy Cruel.”

Be careful with the precognition. Cassiel has been trying to run that for a while now, but seems to be having trouble. Not to mention it is a REALLY easy ability to god-mod with. Just warning you now.

It depends - anywhere from seconds to days. It depends how many altering decisions are made. With seeing enemies' moves ahead of time, since those are split-second decisions, she just sees them making the move before they make it, but even then, if she doesn't move fast enough, she can still get hit.

Ok what if the person is amazingly fast and is flying around her striking her would she see every move or would it be split up?

Again, it depends. If they were planning the moves ahead, then she'd probably be able to see a few moves ahead and block them, but if they were just striking randomly, then she probably wouldn't be able to see much.

But it gives her a way higher sucess rate to dodge everything.and that kind of power if not properly monitered can cause problems.

I'm aware of this. Katy isn't extremely fast, though, so she can't dodge everything. And anyway, it's not the kind of thing I'm going to have her use much, because her style isn't flat out fights - it's sneaking around and avoiding.
