Military evaluation of the villain “Thirteen"

Eddie Vex is a disturbed individual with a history of violence that has landed him in more than one drunk tank after a snarky comment led to a full blown bar fight.
While Eddie has calmed down from his early days as a common thug, he has been evaluated as a possible threat, not only because of his metahuman ability; but also because of how unstable he is. While not clinically insane, Eddie does have a severe temper and could relapse into thuggish brutality.
Eddie was born to Aaron and Carolina Vex. From the outset, Eddie didn’t have much of a chance. His father was a known criminal, and had multiple calls for domestic violence. Never a conviction or even proof of anything happening outside of some quickly explained bruises. But Eddie always seemed to know more than the officers could get from him.
When Eddie turned 15, his father was killed in a freak accident where a power line snapped inexplicably, frying him to death. From this point on, Eddie would get in trouble with the cops from time to time; though it usually seemed to be wrong time, wrong place.
Eddie also seemed to have trouble keeping himself in one piece, as he became far more accident prone. Getting hit by buses, run over by ambulances, and at one point even getting stuck on a ferris wheel for over 7 hours as the mechanics tried, and failed, to get it working.
It was around the time that Eddie was forced to drop out of college that things became really bad. His mother was killed in a horrific train accident, of which Eddie was the only survivor and, he was almost killed by a tub of molten iron tipping on its side splashing three other people causing severe burns, and in one case a fatality.
Eddie continued to work, despite the foundry’s high injury count, until the place was shut down and investigated for criminal negligence. Surprisingly, everything seemed like it should’ve been perfectly safe and was in fact, a model workplace environment despite the high injury count. However, so much misfortune in one place couldn’t have been coincidence, so they shut it down.
Eddie struggled to find work after that, and this is the first appearance of the villain we now call Thirteen.
The bank never had a chance. The vault door simply fall off the hinges during Thirteens robbery, and the mechanics that held the electrical security boxes in place completely failed. Meanwhile, every cellphone in the place jammed and the panic button broke without sending warning to the police. The frightened bank manager later claimed to have had 13 energy tags stuck to his clothing when he returned home.
From then, Thirteen continued robbing banks until he must’ve realized that he had more than enough money, and just wanted to have fun with it. So he became a true villain. Targeting heroes and civilians alike with his tags.
He has been captured multiple times, but he always manages to escape somehow. This villain is incredibly dangerous and shouldn’t be underestimated.
1. Reaction2. Agility3. Endurance4. StrengthMore and Less Fortunate - Eddie’s power has to do with probability, and the concept of “luck”. Eddie fires a bolt of energy from his hand, visible as a bright purple light. When tagged with this bolt, it will stick to any surface (such as skin, or clothing), and link Eddie with his target, an invisible beam of energy connecting them.Eddie seems to get luckier with every tag, while the target seems to get less and less lucky. The target tagged with these bolts, will eventually suffer from seemingly random events of misfortune, while Eddie will become more and more fortunate, to the point that attempts to kill him will simply fail. Though Eddie can still be harmed, these are usually just flesh wounds or cosmetic wounds. The string of bad luck is instantaneous for the target, and Eddies good luck is felt moments after. While these first strings are almost unnoticeable at first; after each tag, it becomes worse. To the point of the tenth tag making Eddie almost untouchable, and leaves the target of the tags temporarily unable to move. (Permission Based)
Misfortunate Blast - Eddie lets loose a solid stream of the probability energy, this seems to have more concrete and even dire effects depending on the situation. The effects also seem to have no effect on Eddie’s own personal good luck, except when he uses it without any tags on the target of this blast. A target hit by this effect, while easily dodged by even the slowest of opponents, would experience catastrophically bad luck. Such as a chunk of ice falling out of the back of an airplane and falling directly onto the targets head. However, the only real way that this would hit is if the target physically could not dodge; or if the target was too far away or too distracted to notice. (Permission Based)
Jinxed Shield - Forming the purple energy of probability in front of him, Eddie’s shield seems to create issues for things that want to harm him. Especially projectiles. Examples being when Eddie was shot at, and a strong wind rose to push the bullet off course; or when Eddie was fighting against a pyromancer, and the metahumans fireball was put out by a torrent of rain.
Catastrophic Blade - Eddie can form his bad luck energy into a solid bladed weapon. The weapon is harder to dodge than the bolts, but less effective. With every blow only being half as effective as a tag. It also doesn’t have the vampiric effect. The blade, however, has one major advantage over the tags; the way the bad luck manifests is more targeted. When the blade hits, it always manages to do some sort of damage in one way or another. Whether it’s cutting through armor, bypassing durability to get an easy slice, or cutting a tendon. (Permission Based)
Terrible Luck - Eddie’s bolts seem to be the only thing keeping him from feeling the full effects of Murphy’s law. Anything that can go wrong, will go wrong. Eddie’s own natural luck seems to be akin to a black cat that spilled salt underneath a ladder in a broken mirror factory, and while Eddie almost always has a tag or two on someone; if these tags are removed, or otherwise destroyed; Eddie will find himself on the bad side of Lady Luck. This has been the only way we have been able to capture him so far.
Tag, I’m it - For whatever reason, if Eddie is tagged by his own tags; the other tags will all dissipate and reverse the effects. Those tagged will experience a surge of good, even excellent, luck that fades over time into the targets usual luck. Meanwhile, Eddie’s luck will significantly worsen for a short period of time. One time resulting in Eddie being knocked out by a stray piece of space junk from a passing satellite. While the event didn’t kill him, it did put him down for around 2 days and resulted in a severe concussion that likely would’ve put him into a coma had medical attention not been administered.
(On a PC) For whatever reason, when Eddie loses sight on certain people; his tags disappear entirely. This doesn’t occur with everyone, but there are select people that he simply can’t maintain tags on.
(On an NPC) Eddie’s tags normally only last a day on a normal person (i.e. Someone without the odd, but rare resistance) and all effects fade with them.
The beam doesn’t pass through solid objects, and hiding behind cover is a good way to avoid both the tags and the blast.
The farthest that the tags and blast can reach is around 500 yards, but that also requires a some sort of scope to aim. However, this doesn’t cause the tags to disappear on a normal person; instead they will have to remove the clothing or skin or - in serious cases - body part that the tag has been attached to, or just wait out the time.
The energy doesn’t pass through water well, and will weaken the deeper the target gets.
While Thirteen doesn’t have any sort of specialized weapons, he does carry around a metal cane that he uses to smack around his foes. Generally, this is used more for annoyance and is definitely not used to its fullest potential, more like a club than anything else.
Eddie was born a metahuman, and was gifted with these powers through the genetic lottery. He hasn’t shared what triggered these powers to awaken in him, but if he’s anything like other metahumans; we can assume it was stress that brought it on.
Exponential Luck Increase - The more that Eddie tags, the more that his own luck increases. This doesn’t appear to have a set limit.
