State of the Union (Belarus Information)
I'm putting this here just to explain how the country of Belarus now works under the leadership of Rise. It isn't mandatory that you use any of this in Belarus topics, obviously, but due to questions being asked i thought it would be a good idea to put a sticky up. So, without further ado, lets talk politics.
Government
Belarus is a highly authoritarian, economically left wing capitalist state. Everything is controlled and executed by the government rather then private organizations, giving Rise a vice grip on the economy and all other systems. What they do with this control is quite populist, and some would say socialist, but that would be wrong. It's not like they are giving to freeloaders. Belarus expects each and every one of it's citizens to be Risen, and they expect equal or more services to the country in return for the benefits of living a high class life.
Taxes are high, but so is government spending on education, scientific research, health care, and compensation. The country also has a zero tolerance policy on poverty and unemployment. This means that as long as you desire to pull your weight, you will be very comfortable as a citizen. Fail to pitch in with your individual talents or powers and you will be deemed as unfit for their risen society and will be removed from the country either by force or through the use of teleportation technology. Belarus is not a welfare state, it's survival of the fittest, and the fittest get everything they need. This policy ensures all citizens are productive as well as happy with their station in life, as that is the most important thing in the end.
As far as structure goes, Lucius Alba and the members of Rise clearly hold the power in the country, despite claiming to be a Republic. The influx of wealth and improvement in everything technology has mostly kept everyone in line with the government, but there are some that resent the power being in so few hands, no matter how capable they are. Despite that though, elected officials still remain and have sway in small issues.
Law
Laws in Belarus are strict and their enforcement is heavy handed. Anyone acting against the state or against the well being of the community as a whole is immediately regarded as one unworthy of living in the country. Theft, murder, and vigilantism are not tolerated, and they are dealt with by simply sending the perpetrators away. The outside is used as a prison for the countries convicts—they keep them out rather then locked in. As harsh as that is, it ensures less violence and deviant activity.
The actual laws are vague to make sure that anyone that the government wants to convict will be convicted. This has the effect of making many people have to walk on eggshells, but so long as you contribute as a Risen member of the community, you'll be able to stay. After all, if you wish to act or speak against the regime, why would you want to stay there in the first place?
As for specifics, Belarus has most modern laws, only with added bits about the mandatory regulation of meta humans and a much broader definition of treason.
Security
The entire country is shielded off, and behind that a five mile perimeter is set up before you are actually in the country. The perimeter has hundreds of ability tailored anti-metahuman defense systems in place as well as electromagnetic and explosive weapons. After all that, it is patrolled by enhanced soldiers and constantly under watch by Lucius' AI, just like the rest of the country. Entrance is not difficult to get for a first time, but nearly impossible to get if you have been previously kicked out. You either need inhuman abilities or sufficient achievements to show that you are 'risen' to get into the shields.
Society
The large margin of people in Belarus are metahumans and so called inhumans, period. Combined with an already rebellious built-in civilization, being Belarus, you have a lot of people dressed in a sort of punk style. The youth in Belarus, from 16 to 20, dominate the demographics. These are people that have been wronged by society and feel like Belarus is the start of some revolution, so it's not hard to see why they have such a burn-the-flag culture. Other then that, most everyone is productive and offers their unique abilities for research and development of new technologies and innovations, making it one of the most progressive and advanced countries in the world under the helm of some of the greatest minds to ever grace the planet.
Military
Separate from Lucius' direct following is a more conventional military, but one that has far more advanced technology then your average armed services. Soldiers are directly recruited from the population on a volunteer basis, and most have unique metahuman powers of there own, not that they even need them. The soldiers are given all that they need to be effective, whether it's on the ground, in the air, or somewhere else. From plasma weapons to repulsive electromagnetic shields to an AI ran network based on Sven to fighter jets that can get up to mach forty, the Belarussian military is small, but a force to be reckoned with.
Many metahumans go on from the military to join Rise, where they work directly under Lucius for the cause, rather then the country.
