The Looks

Being a fugitive, Luna changes her appearance frequently. Her fair skin, small nose, and Epicanthic fold often make people assume she is some form of Asian or Caucasian. In fact races are much less distinct in the future, and her lighter skin-tone is due to the same congenital condition that gives her eyes a violet hue.

Luna's superhero outfit consists of a black bodysuit covered in a light-weight but durable silver alloy with a tasteful teal trim. Features lots of glowing blue lines for no reason except to look futuristic. She always wears goggles partially because they function as a monitor for her various Luna Modules, but largely because of a future trend in comic books where goggles are as commonplace as capes once were. The most important part of her costume is actually her headphones, two dome-shapes devices capable of receiving almost any kind of signal. Great for communication, espionage, and discovering new bands. They also generate her bright blue wig insuring her identity is masked, but she still stands out as much as possible.

The Legacy

Personality: Luna considers herself a good person. That said, she is impulsive, reckless, often quite selfish, a compulsive liar and completely detached from reality. She sees life merely as a game, taking risks and rarely considering consequences. She doesn't deal with authority well, and always sympathizes with the underdog.

History: Born in the year 38XX to a wealthy family, middle child of two siblings Luna was quickly found to be a genius, if a bit of a problem child. She was quickly graduated to an adult university, and had the equivalent of a modern doctorate shortly after puberty. She continued on to more advanced education and was slated to move into a prestigious government job doing research on the newly emerging field of time travel, a subject she had been obsessed with since an early age. However due to a disciplinary issue Luna was kicked out of her university and blacklisted from any job in the field. All records of the actual event have mysteriously vanished, and Luna herself has no memory of it, but the result made it impossible for Luna to ever get her dream job. Unable to accept any alternative, Luna made what is now her super-hero costume, used it to steal loads of high-end electronics, and built a working time machine out of an antique scooter in her basement.

Her original intent was to undo whatever it was that forced the Academic community to shun her, but this thought is long forgotten. Her time machine, while functional, is extremely harmful to the space-time continuum. unbeknownst to her she has already caused terrible damage to reality in her own time, those closest to her thrust into positions of historical significance. Her youngest sister is missing under mysterious circumstances, and there is now a one-world government led by her older brother. He himself is in charge of the CEU, a special branch of military and law enforcement dedicated to preventing crimes against time. The swollen agency exists almost entirely to track down Luna, who's frequent time traveling trips have made her an anomaly whose very existence threatens to one day undo all of reality. Unfortunately Luna's death is the only way of preventing the eventual destruction of the universe.

While the CEU is scouring everywhen to find Luna, she actually spends most of her time in the same period: the year 202X. She stays in this time period because the sheer amount of costumed super-humans means one more weirdo stands out in the world less, but also because her time machine rarely works and always seems to send her back to this time period. Curiously this time period, like the event that saw her banned from her University, have become a blank spot in historical records. The now somewhat-unhinged Luna gets her kicks while staying anonymous by maintaining a super-hero identity: Lustrous Lass! While she has no actual powers or particular physical prowess, her amazing intellect and advanced future tech allow her to stand evenly with the heroes and villains of this age.

The Powers and Weaknesses

Powers

Know-It-All: Luna is considered a genius in a time where the 21st century looks like the dark ages. She is an expert on most things, and an amazingly quick learner when rarely confronted with something she has not already learned.
Future Tech: Luna brought technology from the future with her, and synthesize new parts so long as she has something with the basic elements she needs. This allows her to build an impressive array of gadgets.
Super-Good at Videogames: Luna is super good at videogames.
Weakness(es)

Still Just A Girl: Behind all her gadgets and intellect, Luna is still just a 16 year old girl who is not amazing at taking a punch.

Unhinged: Luna is completely detached from reality, and treats everything like part of a videogame. This can make her occasionally dangerous and often annoying.
Manic: Luna is completely detached from reality, and this illusion is required to keep what sanity she has left. When forced to confront reality she can become depressed or angry, and act unpredictably and dangerously even compared to her normal self.
Easily Distracted: Luna doesn't focus very well, and is rarely able to follow any sort of plan especially if it is not her own.

Wanted: Luna is a fugitive from the time police, who will attempt to take her down with deadly force by any means. Anyone around her is in danger because of this.

Illegal Immigrant: Luna has no driver's license, social security card, or any other form of valid identification.

Limited Capacity: Luna's suit's abilities and her weapons all use a form of raw energy she can make with her synthesizer. She can only hold a limited amount of this energy in her suit at a time, and is more or less helpless without it.
RP Mechanics

RP Mechanic(s):
TIME SCOOTER V.1.7: Luna has her own time machine, but it rarely works and almost never goes to the intended time period. It also has a limiter built in for reasons Luna has forgotten, that prevent it from traveling past a certain point in the future.
Items
Below is a list of Luna's most important items, or at least her favorites.
Luna Modules: Supercomputers of her own design. Despite their processing power they are tiny and can be made in any shape allowing them to be hidden almost anywhere.
weakness: High-powered Magnets

Lustrous Armour: A suit of protective armour brimming with advanced future-tech. Can take 1-3 moderately powerful blows while keeping Luna's soft squishy body more or less intact. It has two Luna Modules: one woven into the bodysuit itself and a separate one in her left earpiece. Automatically administers limited first aid in the form of antiseptic and liquid bandages. Can become a sealed environment, and a propulsion system allows for flight capabilities. The gloves can be electrified for self-defense, though Luna's lack of physical prowess means this is a last-ditch effort. Includes built-in roller blades.
Weakness: Despite being extremely lightweight, it's still a lot of extra weight to a teenage girl. When it runs out of energy it encumbers Luna significantly.

Nano-Synthizer: Arguably her most important invention. Can break material down into basic components and construct something new out of them. Allows her to make new future-tech and repair current items. Too large to carry around.
Weakness: Must be stored at a secure location, can not be carried.

Gegenschein: A high-powered but non-lethal rifle. Fires bright bursts of light that are absorbed by any physical substance it strikes. Causes cool down on a sub-molecular level slowing the movement of anything hit, and eventually paralyzing something that absorbs enough. Also packs a considerable concussive punch. This is not necessary and and arguably detrimental to the rifle's function. Was built in separately due to Luna's believe that knocking around villains and ne'er-do-wells is an essential part of the superhero experience.
Weakness: High energy usage. The concussive effect makes it prone to overheating. (becomes unusable for about 60 seconds or 3 posts if more than three blasts are fired consecutively in a 60 second time period)

Rushlight Pistols: Two sidearms built on the same principal as Gegenschein, but the more portable size means they pack less of a punch. Fires smaller bursts of light and lacks the concussive power of Gegenschein.
Weakness: Must be manually reloaded after twelve shots

Starlight Bombs: A small orb that manufactures a miniaturized celestial event at the press of a button. Explodes with the brilliance of a (tiny) star for a fraction of a second, blinding anyone looking in the direction even through closed eyelids. Luna's special goggles protect her from this effect. Not immediately harmful, but repeated exposure is not recommended. Expensive in terms of materials to make, so used sparingly.
Weakness: Expensive to make, only carries two.

Constellation Cord: A thick glowing cord generated by her suit. Can be used as a whip or as extremely durable rope to tie up criminals. Destabilizes and disappears after roughly 24 hours.
Weakness: It's just a shiny rope

Heavenly Shield: Creates a shield around her person that negates energy and robs objects of kinetic energy upon contact. Can be expanded, but doing so has a high energy cost.
Weakness: Cannot use any of her suit's other abilities while the shield is active.

Heavenly Discharge: Can expel absorbed energy. Expelled energy maintains the same form it was absorbed in.
Weakness:Must absorb energy with her heavenly shield ability. Kinetic energy can only be expelled at point-blank range.

Super Specs: Luna's goggles include zoom, night vision, and infrared functionality.
Weakness: Run on their own OS, and are more susceptible to hacking and anti-electronic measures than her Luna Modules.

Celestial Speed: An ability built into her suit. A limited time-travel effect causes her to move and perceive at a faster rate than normal, effectively giving her a short burst of super-speed.
Weakness: After this burst of speed wears off, temporal backlash causes Luna to move and perceive slightly slower than normal for a little over a minute. Also causes her to age and tire at a faster rate while active.

Magnet Boots!: Luna's feet (and roller skates!) can affix themselves to any ferromagnetic material. Uses less energy than flight.
Weakness: Walking on walls is super disorienting. Also Electrifying a surface she is magnetically attached to will fix her in place.

Items need weaknesses.

List all of them she uses.

Her weaknesses, despite her being a normal human being, are a bit too on the "I am mentally unstable due to my inability to face reality." Please bulk those into 1 weakness, and figure something else out.

Being an illegal immigrant is hilarious.

Considering her only power is "being smart" even counting all craziness as a single flaw, her weaknesses still outnumber her powers. I am unsure of what you want me to outside of making her physically crippled? Maybe I am misreading what you mean.

Lots of weaknesses added. Also added some more powerful items, as all the weaknesses made a lot of her advanced future tech kinda less effective than modern equivalents. You made me do this.

I only said to bulk the mental stuff cause they were p much the same thing - just on 3 lines and listed as 3 weaknesses instead of 1 - which I felt they were.

Lustrous armor gives you limited durability and a healing/medical aid factor? Add a post limit to how long it can withstand damage.

Gegenschein's weakness isn't gonna cut it. High energy usage? Of what? The gun? It has a post limit? Her suit? It weakens the suit? Be more specific.

Starlight Bombs can be shielded by what kind of goggle? Standard ski goggles? Military grade goggles?

Everything else seems gucci.

Lustrous armour gives plausibility to Luna walking away from an encounter without being dead or needing extensive physical therapy. A more specific damage limit (1-3 light to moderate hits) has been added for posterity.

The first aid bit has also had clarification added. It is literal first aid, nothing that would make a difference in a combat encounter like rapid healing or the sort. Again, just to add comic-book level plausibility to her surviving an encounter.

High energy usage refers to her "Limited Capacity" flaw. Essentially, she has a pool of general ammo and if it runs out all her stuff stops working. An additional weakness (overheating.) has been added.

Luna's goggles specifically shield her from her own starlight bombs. If they ever get used on another player character that has some sort of eye protection and asserts that they would be protected then...I believe them? They are just fancy flash grenades.
