Personality:

Bill is a pompous self absorbed person who only thinks about other when they are in danger, otherwise he only cares about himslef. He has an abnormal sense of justice and does things the way he thinks is the best way. Bill, like Harley and Richard was abused and ignored by his parents which gave him a soft spot for abused children. He is a loud mouth who always speaks his mind, and he gets even worse when he is around Harley. He doesn't always play by the rules, but only when he thinks it will benefit the better good.

History:

Bill grew up in wealth. This is something that most people would call a blessing, but this wasn’t the case with the Balkan’s. Bill and his brother grew up in neglection only being looked after and nurtured by their parents by the bare minimum. They were sent to school, were fed 3 times a day and were given a place to live inside their parent’s mansion, but that was all they got from their parents. The one thing Bill did manage to pertain was a relationship with the other children his father’s associates would bring home to dinner with him, this is how Richard and Harley came into the story.

The three boys quickly became the best of friends and before long they were teenagers rebelling against their parents. The trio started taking up any extreme sports they could think of such as snowboarding, skateboarding, sky diving and base jumping. They continued like this and their bond just got stronger and stronger. In school they weren’t much different they were the typical jocks they were snotty and kept to their own tight circle, but even though what they seemed on the outside were a bunch of pompous ass’s Harley, Richard and Bill were still deep down considerate of people being bullied by people who think themselves more important because that was one thing they all had in common, abusive parents. Bill’s little brother Dean was no exception to this and it followed him even into school where we was constantly bullied. The three of them started picking on bullies and not after long they were known as the bully beaters.

The boys were coming up on their last year of school and they knew that their new found calling would soon be over so they came up with a new extreme sport, a thing that had been going around the city for a few years now, crime fighting. The trio decided that they would train themselves and in a few years they would soon come to be known as the Gun Slingers a band of masked renegade heroes in cowboy-esqe clad. The Slingers took on lots of different contracts but what they truly enjoyed was bounty hunting, more than half of their contracts were bounty hunts and they soon came to specialise in bounty hunting. Bill and his friends soon became more and more involved with their new lifestyle, what started as a simple hobby became their whole lives. Crime fighting was their passion it was who they were, until the day the war started.

The war was a big turning point in the Slingers career, the Slingers were a crime fighting group but not all of them were able to stay a part of the group, so the group was officially disbanded. Harley had faded off into the shadows in his own hate fuelled obsession against his father, Richard joined the army and Bill joined the police force, jobs that suited their own abilities and allowed them to continue their ways.

5 years earlier

Dean wasn’t going down such a smooth path, the year after The Gun Slingers left school, his bully problem just got worse and it got so bad he started taking the highly addictive drug Hydrethenol better known as After Touch. The death of their parents didn’t help with the situation and with Bill off on his endeavours as a crime fighter Bill was never home long enough to realise that his brother was going down a dark path.

Bill now a part of the police force had more time to attend to his own personal matters, he had found out about his brothers problem and even though Dean felt neglected for all those years he still knew his brother loved him. Bill took Dean down the long path to recovery and he was getting close to getting off the drug. In the meanwhile Bill was working on a big case; a big mob boss was mass producing Hydrethenol and selling it at cheaper prices leading the city down a dark hole due to more people buying it in bigger quantities and the police had yet to find any hard evidence to pin him down.

While in the meanwhile Dean had come across some information about a big shipment being rolled in off a boat in the next few days. He had told his brother to meet him back at their house the next morning because he had great news concerning his case. Not only did Dean have great news about the drugs, he was now officially off the drug himself. Bill arrived the next morning wondering what his brother was all excited about, but when Bill opened the door to his house what he saw was not what he was expecting. His brother was waiting for him at the door with a note in his hand, the only problem was that his brother’s body was hanging from the chandelier and his body was no longer moving. Bill read the note in his hand which explained that he had committed suicide and that he called his brother there because he wanted him to be the first one to find his body.

Bill burnt the note because he didn’t want his brother to be seen as someone who had committed suicide because he knew that wasn’t the case, he knew what had really happened, but the police had already ruled his death as a suicide due to a lack of evidence otherwise. Bill furious now fell back into his old ways using his old persona to hunt down the people who ordered the hit, the only problem was no one knew anything about this new gang and they didn’t know who the leader was. Bill uses his inheritance from his parents to fuel his vengeance. Bill now also works for Harley doing odd jobs in exchange for new technology and information about the gang.

Notes:

- Bill has inherited his parent’s money which he now uses to fuel his hobby as a vigilante. He keeps a low profile by sticking to the business market of buying and selling stocks to keep his money flow coming in.

- He still keeps in touch with Harley who calls on him time to time to do odd jobs.

- Bill has studied and trained long and hard to get himself to physical and mental perfection for crime fighting. He is able to perceive where people are by memorizing his surroundings.

- Bill has acquired a batch of serums mysteriously given to him by Harley which help him speed up his reflexes and his shooting skills and allows him more time to aim harder shots. Though he doesn’t need this serum to fight as he is a master marksman able to quickly draw his weapon and hit a target right in the dead centre from 100 metres away, the serum is just a bonus.

- The serum paired with his intellect allows Bill to perceive where enemies are most likely to be according to statistics.

- Bill still works as a police officer but spends his spare time working on his weapons and fighting crime.

- Working in the police force opened up a lot of opportunities for Bill it allowed him to continue his crime fighting ways. As a police officer Bill learnt useful skills such as interrogation and eventually wrapped his mind around thinking and when needed acting like a criminal.

Your gadgets will need the INT allocation at which they work; so I advise creating an Item app separate from your main character.

I understand the boosting serum, but unless your character has it written in his history the exact reason he has the serum and how he has so much of it, I still cannot allow you to have it without your character having high enough occult.

Plus, Items can only increase a stat by 4 at the most, and the item needs to be 10 INT or 10 OCC in level to do that.

And it'd be wise to add a note that your character's serum is merely an RP Mechanic that explains why his grid is full with "8" FS, but only has the 8 FS/Reflexes when the serum is used. (:
