An even windier city.
Turbine had climbed up a fire escape and now stood upon a relatively tall apartment complex. He hoped no one saw him do so, he didn't feel like getting talked out of jumping. He fixed his visor slightly and held onto his board. He was still getting used to using his invention without falling off it. Though he was never as high as he is now. "I wonder if baby birds are as nervous as I am." He stepped onto the edge of the building looking down and gulped. Steadying himself as he swayed over the side a bit and gripped his board tighter. "I'm either stupid, or crazy... Or stupidly crazy." he said out loud as he set his board down and dangled it over the edge. Stepping onto it he took a deep breath "Here we go" he said as he pushed himself off the drop.
The wind beneath him pushed him into the air as he flailed his arms around just a bit and got his balance back. A laugh erupted from his throat as he floated above the roof he was just standing on. "Stupidly crazy it is" he chuckled as he leaned forward and felt the cyclones beneath his feet push himself forward as he floated slowly between some buildings. "Well, I'm glad to see it works. I wonder how fast I can go." He spins the propellers faster and felt the rush of the wind around him as he takes off wobbling through the air at a quick pace, traveling deeper into the windy city.
As he flies he gains a little more confidence and his speed increases. Whipping around buildings in arching turns as the people below watch. He didn't even notice the spectators below as he eyed a skyscraper and dove down to it's bottom pulling up just before he slammed into the ground and flying up it's side climbing higher and higher. As he zoomed past the top of it he turned to look back at the ground and his stomach flipped ever so slightly. He was way too high. He did his best to turn his board back towards the ground and pushed himself off his already falling speed flying back below the roofs of the neighboring buildings and down the street, a gust of wind trailing behind him. The Windy City has a new wind.

Shadow was sitting down in a train that was currently heading toward Chicago city. He had two headphone buds in his ears playing classical music as he looked out the window watching the scenery go by. Shadow looked at his phone. It showed the time as being 11:50 am. Shadow yawned. He'd spent the past 10 hours traveling from Virginia to Chicago and now he was nearing the end of his journey.
"EVERYONE FREEZE DON'T MAKE ANY SUDDEN MOVEMENTS!" Two tall men suddenly came up from their seat both armed with small pistols which Shadow instantly recognized. 9x19mm Walter P99 a semi-automatic pistol developed by the German for law enforcement, security forces and the civilian shooting Shadow thought as information about the gun filled his head. He saw that the guys were coming in his direction and that he needed to figure out a way to disarm the thugs without getting any of the civilians harmed.
So Shadow laid back into his chair and pretended to sleep. When the thug came up to Shadow in order to take his money the thug began to smile and decided to slap Shadow awake. When his hand got close enough Shadow grabbed him and aimed a quick elbow to his head. The man pulled the trigger and dropped the gun. The bullet went into the empty chair next to Shadow. Shadow grabbed the gun and smacked it upside the thug's head to make sure he was out cold. The thug went limp. Shadow pulled up the man as a shield while he aimed his newly acquired Walter P99 at the other thug.
The train began to slow down for Shadow's stop. I better finish this quick he thought.

Having the time of his life would be an understatement for Turbine. He had walked around the city thousands of times, but seeing it from the air was completely different. Avoiding the lunch hour traffic was always a plus. He turned down a street nearing the train station his eyes watching the people below him as they gawked, stared and pointed. A swell of pride formed in his chest but was burst as the sound of gun fire erupted from an approaching train.
Swopping down onto the platform as the train slowed to a stop and the doors open. People ran from the car in a panic. Pushing through the crowd of rushing civilians he stepped into the car looking for anyone with a gun. Looking to the back as he spotted another teen holding a gun up to a poor unexpected bystander.
"Stop right there criminal!" he said trying to carry his voice deep and commanding "Put the gun down and let those poor people go". He spun the fan in his palm as he eyed his peer and unleashes a gust at him whipping through the card and throwing the trash of the commuters all around. Looks like he would be bagging his first criminal today.

Seeing a teenager flying through the air must have freaked out the other thug, because he placed his gun on the ground and began to raise his hands in the air. Shadow looked up at the flying teenage. He didn't look much older then Shadow but he did make a huge amount of garbage fly around. Shadow had a feeling that the flying "hero" didn't know the whole story since he shot a gust of wind at him.
Shadow looked over at the thug on the far side of him. Shadow now no longer seeing the other thug as a threat, pointed his gun to the window on the left side of him. He dropped the unconscious thug to the floor and shot the window three times to crack it. Shadow then propelled himself out through the window crack window. Landing on the ground two or three feet away from the train, Shadow broke out into a run with gun still in hand.
Shadow knew that it would be bad to fight the flying guy in his current scenario. Not only was Shadow restricted by the space of the train but he also didn't know the limits of his opponents skill. Shadow fought with knowledge not brute strength. He needed to at least be in the right environment to get the upper hand. One thing was for sure Shadow was not going to spend the night in prison.

Trace heard a ruckus from the train car behind his. Not my business. He thought. Let the right people deal with it. He could barely restrain himself when he heard the gunshots, not being one of the people who dived to the floor or moved to the door to see what was happening. Out of the corner of his eye he saw a man, more of a teenager really, running down the tracks.
"Dammit Trace, move!" A deep voice growled in his ear. Against his will, he was forced upright, and his eyes instantly picked out the teen sprinting for his life. Moving from a standstill to a sprint in ten steps, he cannonballed through a window, shielding his face with his arms and rolling as he landed, running after the kid.
"Kid! Slow down! It's too dangerous!" He yelled, ready to shift at any minute, Romolus shifting in his mind uncomfortably.
Your death is an unwelcome occurence for both of us, mortal. So be careful. He growled.

Before he could blink the "villain" had leaped through a window, stunning Turbine. "Oh, uh, I didn't see that coming" as he rushed over to the fallen men "Stay right here citizens, I'll go catch that criminal!". Of course those criminals were already gone by the time he ran after the teen. Climbing out the broken window carefully he spotted yet another person running after the sprinting criminal. Though he seemed older he looked a little more dangerous then the first. Even his clothes seemed different to regular wear. He wondered if this was some sort of mafia thing, but that seemed a little ridiculous. The only conclusion was this must be his accomplice.
He propelled himself back onto his board and flew after the two runners wobbling left and right as he followed them. He puffed some gusts of air in their direction, their feet specifically, trying to trip them up. He wanted to subdue them but if he wasn't careful he might knock them from the tracks. He though killing some poor random muggers might not look so good as his first mission.

Shadow didn't notice the man chasing him. Shadow was too busy thinking of how he was going to get away from the flying tornado. Shadow decided to run into a store. Surely that should keep him off my tracks Shadow thought. The wind did hit the back of Shadow's feet but it came from the same direction as he was going it didn't trip him up much.
Shadow ran into a Clothing store and began to jump over counters, slide under high tables, doing whatever he could do to get to the back door of the store. Shadow turned his head to the left and decided that it was time to ditch the gun. So Shadow threw the gun with the safety on, to the ground by the front door. Then he disappeared from view.

Trace was made aware of a gust of wind coming from behind by the increase in air pressure. Using skills gained from a high school career in football, he spun around and braced himself. When he was thrown to the floor, he turned it into a roll and quickly regained his footing, looking around for the one who had run off. Not seeing him, he growled angrily. "Dammit!" He stared at the only guy in sight. "Congratulations, you let him get away. You some punk villain? I love pounding those." Trace grinned, punching his own open palm and closing his fingers over his fist.
