#1 German hero

Well then first of all you're going to have to use the template like everyone else.

Adding onto what Ember said; I don't think this should be a quest, because the way you've explained it so far it seems like this is going to be just Samaritan attempting to gain control in Germany. Which to me, sounds like it would be a topic where you would explain his story on your own, and that doesn't seem very quest worthy. Quests are suppose to bring multiple people together; this would be just you.

Also, while on the subject, I don't really don't like the idea of you being the predominant superhero in Germany. I don't the idea of any one character having the title 'The Greatest Superhero' unless they've earned it. The only person I think that should be allowed to put that in front of his name is Pain, and that's because he's earned his rep. Samaritan is still one of the newer heroes to the site and I think he should have to earn his rep as well. However, this is just my opinion and others may disagree, so you don't have to actually implement this part until after I get opinions from the rest of the staff.
