His shoes are black, similar appearance to tap dancing shoes always clean and scuff free, and his pants are professional and black in appearance with a black belt with a silver buckle, his shirt is that of a musical conducter, white with black buttons as well as a black suit, open to show his shirt, a red flower sits in his pocket, and his gloves are white, similar to a conducter as well, his mustache is trimmed and his top hat is black felt with a red trim and a silver music note on the side. Carries a black cane with a music note for a handle cane for showshow at all times.

Personality: A bit uptight, but fiendishly clever with musical crimes he comes up with. and can be a bit crazed under certain circumstances

History: Vincent was a musical pordigy growing up, and was the son of a famous musican who was killed by a heckling audience member who was actually an asassin during one of his shows. After seeing his father die right before his eyes he felt an emptiness. He tried to become a muscian like his father by using most of the money that he earned to invest in a musical career. But it ended with disasterous results when he had an emotional breakdown, now he uses technology based on his love of music to bring chaos to the city

Powers:Has no powers except for his knowlegde of music, (including his musical skill) and is excellent at creating musical gizmos. such as his cane that works as a sword and the music note handle can send loud sonic vibrations in one direction (like a sonic scream) and his hat's silver music not can operate as a small laser cannon.

A good thing to strengthen your character would be to make the screech come from an EP power, and his hat have powers that come from INT. This is a suggestion.

Expand on the history a little on how the death of his father and poverty drove him to a life of evil, and this character should look fine.
