Personality:
Julia enjoys dominating everyone around her, grinding them under her heel, molding them to her desires.

History: Abused as a child be her step father, while her mother did nothing, bullied in school, she was powerless. Always the punching bag. One day, she snapped, she would no longer be a victim. At the age of 10 She stabbed her father while he slept with a kitchen knife, and when he was dead, she moved onto her mother. But she didn't stop there. When her powers manifested at puberty, she grow bolder, she continued until it was more than just revenge, she was now the bully, and she liked it.

As she started her criminal career it became glaringly obvious she couldn't go around pulling the same crap as the comics. Police and Military were far more effective than comics lead one to believe. Solo acts ended up dead fast, especially the ones who did it out in the open.

To be effective, she realized she had to work as a team, and stay as far under the radar as possible. She met Doctor Gyou and the two decided to form a team. She quickly gained a great deal of respect for the Doctor. They were as co-leader, Whiplash taking command in the field, and the Doctor planning the heists, and taking care of the security systems.

Powers: Able to generate intense electric shocks, however she requires direct contact. To give her some extra reach, she uses a specially made whip that conducts the electricity she generates.

Personality:
Extremely intelligent, he believes himself to be the smartest man on earth and will do anything to prove it.

History:
An inventor working in a robotics lab, wrongly fired, seeking revenge. Very cliche. His goal is to create the ultimate robotic weapon. Allied with Whiplash for revenge against the world who doesn't recognize his genius.

Gyou is the brain behind the curtain. Despite being a physically normal person, he is possibly the most dangerous.

Powers: Gyou is a brilliant man, but completely normal physically, He wears a suit of technologically advanced armor he invented.

Power System: The Suit's Capacitor constantly generates power to all systems, as well as an additional surplus of energy. This energy can be channeled to a single aspect of the suit.

Strength: The suit greatly enhances his strength, giving a natural strength increase of a low level super (4) He can channel his additional energy to increase the strength (6) but is unable to use any other special ability of his suit at the time.

Speed and Flight: The suit slightly increases the running speed of the user. The suit can hover with decent mobility, but not overly agile, mostly used for moving around, rather than in combat. The suit's true flight ability allows for it to reach insane speeds in the air, (6) but to achieve this speed, the suit must divert all energy to the flight system, making it impossible to fight in. Additional limitations on its flight systems are the large turning arcs, due to the gravitational force placed on the user would be fatal if the arcs were any smaller.

Endurance: The suit is incredibly durable, able to withstand great impacts, however this alone would not save the user. With out the advance shock absorbers implemented in the suit, a punch for a super powered hero would vibrate through the arm and completely crush a normal human. Thanks to the shock absorbers, a punch from a super human feels only like a punch from a regular person.

Fighting Skills: The Helmet's heads up display assists the user in combat, the artificial intelligence, nick named Al, will sometimes take control of the suit to help dodge, or ensure the attack lands when it deems the user's skill is too lacking. (This is why he goes from a 2 outside the suit to a 4 in the suit, since this is a mental skill)

Gadgets:
1. Plasma Guns: A plasma gun is equipped in each gauntlet, it folds out automatically and retracts automatically, when the weapon is deployed it becomes a weak point and can be targeted in combat, which is why it is generally only used when an excellent opening is presented. The weapon can only be used by using all of the capacitor's energy, and can not be fired again for a short while. While recharging or being used no other power can be used.

2. Hacking System: A small device can be plugged into a system, the user can than walk away from the plugged in device and wirelessly communicate with the device and remotely hack the target.

3. Various Scanners and Visions: Includes Night vision, thermal tracking, and various other modes.

4. Lights: The Helmet has a simple light on the right side by the eye piece, while the suit can compensate for low level light, the light itself might be used for those around the user.

5. Life support system: The system is capable of recycling the air inside the suit and maintaining pressure which allows for travel into terrain not normally suitable for humans.

Personality:
Incredibly Lewd for her age, she enjoys making inappropriate remarks. and especially enjoys making men feel uncomfortable.

History:
Born from a noble family of Magi, her family worships Loki, god of mischief. She was raised to believe herself superior to all others in the world. When she realized she had grown stronger than her own family at the tender age of 12, she murdered them all. Currently she allies her self with Whiplash out of boredom.

Powers: A caster that specializes in placing a curse on others to remove all their luck and give it to her. She constantly chants `Twirl, twirl, twirl!` and absorbs all the luck from her target. To begin the curse she has to first obtain some of their DNA, usually hair.

To get this she uses her Golem to engage the target, and her pet Imp to obtain the hair while they are distracted.

Spell book: She posses a spell book which she draws her spells from, with out it, she is limited to the spells she already has activated.

History: One day during a heist he appeared out of no where with coffee and donuts. Whiplash and the rest were confused, but enjoyed the snack, taking hostages and stealing really makes you hungry. He never talks about his past before meeting Whiplash.

Powers: His body charges with power and then goes super nova, exploding. However when the smoke clears, he is perfectly fine.

History: James' mutation first appeared in his mid teens, like most mutants, especially those with obvious physical abnormalities, he face persecution everywhere he went. With no one two bring him back from the pits of despair and loneliness he turned to crime, and eventually met Whiplash.

I don't have problem with these being reoccurring NPC villains.
I trust that they'll interact with everyone in the quest or thread that they're in and you wont just "coffin it".
