History:

Saitou serves as Hurricane's second in command. Though he is an ordinary man, he is obviously a figure of high power as he is never seen without a dozen bodyguards at minimum. Hurricane approached him years ago, and helped to kick-start his career. Now that Saitou is extremely wealthy and powerful, he uses his money to further Hurricane's mission.

Personality: Saitou gets the nickname "Craven", meaning a coward or lacking courage from various aspects of his business. He will go to any lengths to win, and makes it frequently difficult for Heroes to capture him. He's a crafty man and will often surprise enemies with backup plans to every scenario. (Will be explained in Roleplay sample)

Saitou owns a large amount of corporations and is always informed of the biggest investments. He is an extremely intelligent being and is hardly ever wrong as far as his investments go. Saitou never seems to have enough money, it makes many governments suspicious of his activities. While his various corporations pile hundreds of millions of dollars a year into his payroll, Saitou even then puts his hands in dirty work, obtaining rare weapons and technology, even of nuclear power. It is rumored to be stored in Hurricane's possessions. All spies sent into Saitou's organization are found within days, and go missing. There is little to no intelligence on Saitou.

Powers: Craven himself, doesn't have any powers. He is a powerful man in the business industry, and therefore utilizes more realistic forms of security and power. Goons, guns, vehicles and explosives. He does however have a possession of a super-powered combat suit. Though the suit only protects from his ribcage and up, it enhances his abilities if he were to enter combat. His suit, when worn, gives him enhanced speed, strength and capability for flight.

Roleplay Sample:

A transport helicopter came swooping down, attempting to make a landing on top of a corporate building. The helicopters blades started to slow down, and Saitou exited along with 20 Bodyguards. He approached his business acquaintance in a standard greeting bow.

"Hello, Reyton. I have been looking forward to this meeting. You have something I want, I have the money you requested."

Reyton raised his hand and motioned for a case to be brought forward by one of his guards. The guard brought the briefcase over and opened it, revealing a plutonium core. "The power to reshape the world. Now let me see the money, Saitou." Reyton said.

Saitou nodded to his guard who did the same repeat fashion, except the load was quite heavier, so multiple guards brought forth various crates. "45 million dollars was the agreed upon price. I thank you for your business, Reyton. It seems my time hasn't been wasted after all."

"I heard a lot about you. You were supposed to be some genius kid, a whiz businessman." Reyton rambled. "You think 20 guards is sufficient to protect you? You just lost your money and your life, Saitou." Reyton and his men opened fire at Saitou and his bodyguards with machineguns. Saitou took three bullets to the chest before a fourth hit him in the skull, spraying blood everywhere. Saitou fell to the ground lifeless. Saitou's men had 9mm pistols and lost the fight easily, only killing 5 of Reyton's men before all 20 were slain.

"Some whiz kid. Didn't even pack heavy firepower." Reyton spat at the ground. "Pack it up boys. We're taking a vacation."

An uncontrollable maniacal laughter arose from the pile of corpses. Reyton and his men spun around. Saitou even with a hole in his skull was laughing. Reyton motioned his men to go check it out, and they moved forth cautiously. "You are so right.. I was a fool to come here so unprepared." Saitou mocked him sarcastically. The android sat upright, revealing circuitry in its brain.

Suddenly the helicopter that Saitou arrived in exploded, sending multiple guards of Reyton flying through the air. Reyton ducked for cover and tried to find somewhere to hide. In the distance he could hear a whirring noise. He looked over the ledge of the building they were on top of, and two KA-50 attack helicopters raised up above the corporate building, hovering above the helicopter landing pad.

Reyton and his men raised his arms in the air in surrender, but the helicopters machineguns tore them to shreds instantly. Both helicopters landed on the pad, and retrieved the money and plutonium core before taking off.

Reyton was wheezing his last breaths on the helicopter landing pad, as the identical replica of Saitou as an android walked over and sat next to him. "That's right Reyton, I was never here to begin with." Blood trickled out of the corner of Reyton's mouth before he uttered his final words. "Y-You... C-craven.."

The android exploded, destroying any evidence of Saitou's presence and finishing off his former business partner, Reyton.
