Costume Description/Image: He is an average looking white man with an athletic build. He has short brown hair and is typically clean shaven. He typically dresses in what would be considered the skater/punk style. However, he is known to change according to the demands of his task.
Personality: He seeks revenge for the world that allowed him to grow up alone and destitute. The years that he spent alone have made him a bit introverted and apathetic towards the world around him. However, this has not stopped him from craving the attention of others. When faced with a stand up fight he prefers to melt away and strike when he’s least expected to cause the maximum amount of chaos. He is very intelligent and careful about what he says and does. While he appears calm much of the time, he is highly susceptible to bouts of extreme rage making him unpredictable. He revels in the suffering of others and will make smartass remarks about it whenever possible. All he desires is to see the world burn like it burned him.

History: Raised by his drug addict mother since his father ran out before he was born, Rayce was left to fend for himself at a young age. This simple fact explains most of his psychological state; His lack of respect for authority, lack of care for the world, his craving of attention of any kind. At the age of 15 he had become fed up with the education system and decided to try his trade at bombs. He managed to make a crude bomb and blew up the principal’s office in the middle of the day. The authorities arrested the “bomber” as Rayce stood by and laughed. The Wild Cards, an anarchist cell devoted to the overthrow of modern society, managed to find him and approached him with an offer to join. Figuring they could help him achieve his own selfish goals he accepted. The Wild Cards gave him the name of Railbird, someone who hangs around and watches the games or is waiting to get in on the action. With the help of the WC he learned and perfected many of the skills that would make him infamous. Using the WC as a financial backing, he got into school for linguistics and civil engineering. He later disappeared after many of the critical offices at the university were blown up along with a few frats. After his disappearance, Railbird, the Two of Hearts appeared and became world news with the infamous bombing of the Olympics.

Several years earlier:
Rayce casually strolled through the halls of Bellevue High School holding onto his fake bathroom pass.
“Hey what are you doing out in the halls?” asks a hall monitor.
“I’m headed to the bathroom. Where else,” replied Rayce as he walked by snagging the special pass dangling off the hall monitor’s belt.
“That oughta teach that dumbass to wear his pass at his waist.” He chuckled.
He tossed his bathroom pass in the trash as he attached the hall monitor pass to his shirt front checking to make sure none of the cameras would see him until the pass was visible . He walked into the principal’s office as if he actually belonged there.
“How are you today….Rodney?” , asked the receptionist as she looked at the pass on his chest.
“Just fine, maam. Just dropping off some detention slips for Mr. Jones.” He said.
“He’s not here right now but put them on his desk if you don’t mind” said the receptionist.
“Sure no problem” smirked Rayce.
He walked into the office and placed some slips on the desk while also placing his homemade pipe bomb into one of the drawers.
“That’ll show that bastard to play parent with me.”, thought Rayce as he walked back out into the reception area.
“Have a blast” said Rayce.
“You too” replied the receptionist with a big smile.
“Oh it’s only a matter of time” he said as he walked out the door dropping the pass.

Present Day:
“Breaking News. It is complete pandemonium here after a major explosion ripped through the Olympic games. When the torch bearer went to set the Olympic torch alight signaling the start of the games, he instead set off a chain reaction completely destroying the stadium and those in it. The casualties are in the thousands with rescuers still attempting to reach any survivors. Governments are pulling their support each pointing fingers at the other as to who is to blame for allowing this to happen. People are rioting in the town desperate to know of the fates of loved ones. However, it appears that there is a group or someone who is claiming responsibility for this act. There are thousands of two of hearts cards floating in the breeze. ..”

Meanwhile.
“You have done all that was asked of you Railbird. You have put the organization and our message into the minds of the people. But most of all you have written your own name into the history books. You have colored your blank in the blood of the world. You will now be known as Railbird, the Two of Hearts.”
“Now go and watch the world burn.” said the Ace of Hearts.





*Edit: Changed powergrid to account for more human attributes. Increased FS by 1 to account for stealth training.

Just so you know, you have minor levels of superhuman strength, speed, and endurance. If you want to account for that in the app or drop the points into your FS you can. If you just want to spend all the points to make yourself average you can. Generally when you do this, any item applications you make are accepted a lot quicker.

I did have int included but it was awkwardly formatted. I went ahead and decreased on spd, dura, and str. If you think it should go down a little more im not opposed. I also increased the FS a little bit to account for training aspects within the history.
