Who wants to battle a terrorist?

Meet The Ebony Skull. He's an eco-terrorist who loathes humanity and wants nothing more than to see it suffer. I don't have any specific plots in mind for him, but I know I'd like for him to cause some sheer chaos. Perhaps targeting a festival, of some kind.
If your hero needs a villain to take up arms against, he's your guy. Fair warning, he's got a pretty extensive knowledge on how to hurt people. And a boatload of brainwashed, military-esc minions helps, too.
Looking for a plot with around four people, me included. But one-on-one threads will be fine, too.

Well, I'll start a thread and all of us can get started. The basic premise is that the Skull has infiltrated a rather big name bank in New York, and instead of robbing it as the authorities have suspected, he's instead planning on burning the vault's worth of money and blowing the building to pieces, pretty much killing everyone inside. All of you can explain why they're in the city in your posts, or it can just be a, 'right place, right time' kinda deal. All up to you.
By the way, Voltage is involved as well. He was designed to be his arch enemy, to begin with.
