The Personality

im is an crotchety old man. Not to say he's particularly unhappy, just very opinionated, very negative and rather vocal about it. Be it these so called "heroes" stomping around destroying public property and subtly endorsing eugenics, or these "villains" arbitrarily taking lives in pursuit of vague or poorly thought out goals- no matter the subject, he'll talk your ear off about how kids these days don't know how to really utilise themselves.

That's not to say he doesn't appreciate genuinely good people, or wouldn't jump at the chance to help people, he idealises the unattainable virtues of justice and objective good and is genuinely happy to try and put the newfangled youth on the straight and narrow, albeit with a facade of grumpy attitude over it.

As someone in their twilight years, with both his life and powers slowly fading, Jim is acutely aware of his own mortality and determined to make an impact on the world before he leaves it. This only makes his stubborn resolve even more unbreakable in the face of poor odds, and he would gladly give his life for others (Although, he'd never admit it- even while in the act).

The Story


Jenkins was six when he first discovered his  ability to control animals, forcing local squirrels into something that would pass for friendship, if it wasn't for the mental domination aspect. Keeping his Meta gene as a secret, Jim simply coasted through life studying zoology and utilising his abilities to better study the natural world in what could be considering "cheating" in some circles, though he'd definitely have some choice words if it was ever described as such.

This changed at 26 when his talents landed him a bit part as in a capture crew for a nature documentary, responsible for tracking the animals to be spoken about by the presenter. His exemplary work in this position garnered a friendship with the host of the show, which eventually blossomed into an co-hosting job. Through this his true talents would really shine, bringing rare and exotic animals out into the camera light for the first time, his personable nature eventually proved to make him more popular than his co-host and granted him a full series to himself.

For decades Jim travelled the world, exposing little known animals and educating his audience on them. He was a household name, running series on creatures great and small, aquatic and avian across the globe. Although the british zoological society rejected his application on basis of "not being british" he was certainly a popular figure in the scene, lecturing at universities and engaging in conservation activism wherever he went. Although he eventually moved on to bigger budgets and wider audiences, he always remained close with his original producer, close enough for their relationship to be an unspoken (if a little scandalous) open secret in high society.

Eventually though, as the years drove on, his powers began to wither with his body. Slowly, he withdrew from his steady pace of film making with studio recorded voice overs replacing live action interactions with wild animals and a much slower pace of production. As his name descended from the limelight and into the back of the minds of the generations he educated so too did he withdraw from public life, becoming more and more despondent as his abilities decayed. This came to a head in his late 60's with the death of his long time partner and previous producer, declining to confirm their relationship to the wider public, and wracked with grief, Jim retired completely from his career and the public eye. He declined all attempts at follow up interviews, refused all curious media wondering "where is he now?" and effectively stopped being a public person.

Turning to raising pigeons, as he could never truly stay away from the zoological, Jim managed to retain his control over them as all the rest of his abilities wasted away to nothing. Living a simple life off the massive royalties his youth afforded him, Jim expected to end his life in the mundane- To keep living as long as it was convenient, and die obscure.

This changed with the New York incident. Deeply concerned with such dire events, he gained newfound resolve to return to the public once again and fix this dangerous course he perceives society to be in, with the supernatural, aliens and metahumans all brawling in an orgy of grey morality- who else can bring some good old fashioned justice and good faith but a stubborn old man with a bad case of moral elitism?

The Powers


Power 1: Bird control/Pigeonmancy:
Jim, through his training, is capable of controlling a significant number of pigeons as extensions of his own body. This abilty doesn't have an upper limit in number of pigeons, but is limited at a range of three city blocks. Each pigeon loses control of it's own body functions while under Jim's command, until they are either released or leave the boundaries of his abilities at which point they will regain their own senses. This ability is capable of influencing every species within the Columbidae family, although the fluidity of control is impaired with multiple flocks of different species controlled at once, as their different body sizes/shapes/abilities can trip one another up and cannot be accounted for on the fly.

Jim is also capable of implanting a simple order into the mind of a small group of a few dozen pigeons, at which point they will follow out this order even when released.
This order cannot be complex e.g "Kill john smith" as a pigeon is not capable of understanding who john smith is and/or how to kill him without aid.
"Eat grain" is an acceptable order as a pigeon is capable of understanding what grain is and how to eat it. A person can be singled out if Jim has seen them before, and can transfer an image of them into the minds of influenced pigeons along side the assigned order, this is still bound to the limits of normal orders (As in, something a pigeon is capable of comprehending) but with the attached order to do it to/with a specific person. Obviously, any change in the face of the person causes the pigeons to be unable to distinguish them as the target.

Power 2:Power Amplification
Jim is capable of extending the area limits of his abilities through using the minds of pigeons as signal boosters and a significant amount of concentration, although this significantly decreases the fluidity of control and limits of complexity. This ability, in theory, has unlimited maximum range if a perfect spread of pigeons is somehow achieved but in practicality this is incredibly unlikely, as the logistics of getting pigeons set up to expand the signal outwards exponentially is near impossible, and because the strain of using this ability is also exponentially more dangerous. As a frail old man, Jim's body simply cannot take prolonged or extensive use of this ability.

The Weaknesses


Weakness 1: Piegonmancy:
Pigeons are a very specific creature and not notably strong in any way

Weakness 2: Strain:
The more pigeons under his control, the more mental strain is applied to his ageing mind. Too many pigeons could even kill him outright if he tried to control them.

 Psuedo famous for his popular tv show, not really a noticeable face or household name anymore but a name that'd be recognisable to anyone older than mid 20's.
His wealth is on the upper side of the spectrum, but not exactly what would be called "wealthy".
