The Looks

Slim build with thin arms and legs. His normal clothing consists of a plain suit in either black, brown, or gray. His hair is parted to the left but it stays in a chaotic state of messy and perfect. His complexion is pale with some coloration thanks to the blood in his cheeks. The costume he wears goes over his business attire and consists of a thin, black, water proof, cape that reaches to his waist. A rain jacket or poncho underneath the cape paired with black dutch harbor rain hat . Along with a pair of black knee high boots and a mask that covers his eyes, resembling a dark rain cloud.

The Legacy

Personality: Will often gloat about his powers and demand that people admire him. Usually happy but can quickly turn angry if you haven't bought his t-shirt, read his book, or admire his heroism. Will constantly express optimism and joy about any action he takes, since he views it as a good deed, but will always be ready to defend himself mercilessly if someone questions his motives. Selfish, vain, and usually out to help further his own image.

History: Born in the suburbs, Issac Moisture was the son to John Moisture. His mother was Jane Moisture and together they lived in a 2 story house on the outskirts of Los Angles. Issac would play outside everyday and hated going inside for any reason. His favorite time outside was when it would begin to drizzle and soon develop into a full rain storm. But during one such rainstorm the puddle he was splashing in got struck by lightning. He was rushed to a hospital but there wasn't any scaring or nerve damage. From that day forward his parents began to notice how their son's clothes were often damp when he got home from school. When they let him outside to play a storm would always come rolling in and stop everything.
Around the time of Issac's 10th birthday his parents decided try and find why rain seemed to follow their son. They went to doctor after doctor but they all said he was fine and nothing was wrong. It wasn't until they turned to the supernatural side they met a woman who claimed to be a real psychic. She told them their son was granted the gift of rains and that he could make it rain any day at any time. From then on Issac quickly grew into a media celebrity. Adored by farmers for the rain he brought quickly transformed him into an overnight attention whore. He quickly grew tired of simply providing water and decided to try and stop crime. From then on , when the time came, he would dawn his cape and helmet in search of robbers or criminals to rain on them. Forcing them to re-schedule their robbery or murder. He began trying to drum up sensation over his heroism by printing posters, making t-shirts, buttons, stationary, and other memorabilia. He quickly became his own marketing force and now spends most of his time networking instead of training. He currently works for the marketing firm tasked with handling his "hero's" media attention.

Power 1: Rain Manipulation: Allows him to summon rain outside. Does not grant the ability to manipulate the lightning, wind, or individual droplets. Simply allows him to summon rain that either stays for the entire day or clears away after 30-40 minutes.

Weakness 1: Easily Angered: Being so vain leads him to many impulse decisions that ultimately come back to haunt him. If triggered he will usually forget the details of the situation and focus on restoring his honor or proving himself.

I believe your power and weakness could be a simple RP mechanic, as long as it remains something entirely plot AND permission based. Any effect on combat is not allowed.

Bad Luck: Issac can absorb bad luck from others. This has no physical effect on the target beyond plot, meaning a player could choose to have good things happen to their character after having their bad luck removed, but it has no effect on combat unless agreed upon by all players. In contrast, when bad luck is absorbed, bad things happen to Issac on a level dependent on the quality and quantity of bad luck he takes in (Permission Based).

This is merely a suggestion, and it explains everything you are going for from what i can tell.

Approved. As stated above any effect the mechanic has on other characters is completely up to them and it doesn't allow any boost beyond their normal limitations.
